This website focuses on offering low-income individuals cheap internet. They offer dial up access for free throughout all of California and major portions of 45 other states. In addition, low-cost DSL is available in California and 12 other states that are covered by AT&T telephone service.

All those who live, work, or go to school in Chester County, PA. In addition, CCIL provides web hosting and related ancillary services for a number of Chester County non-profit organizations including the Rotary Club of West Cheater, West Chester Senior Center, and Grove United Methodist Church.

"The mission of Chester County InterLink (CCIL) is to ensure that Chester County residents and organizations have easy and equitable electronic access to information while encouraging interaction among them as part of an electronic community." - CCIL Mission Statement

Major supporters include the West Chester Area Education Association, Chester County Hospital and West Chester University. In addition, they are funding by grants and user donations.
